소설로 예전에 봤던 영화 <The Color Purple>에서 주운 표현입니다. He is on dole.

dole이라고 하면 money given by the government to people who are unemployed (실직한 사람들에게 정부가 주는 돈, 즉 실업수당)이랍니다. be/go on the dole 이라고 하면 be unemployed and receiving money from the government (실업 상태라 정부로부터 돈을 받고 있는)이라는 뜻이랍니다. 즉, 영화 대사의 뜻은 '그는 실업수당에 의존해서 살고 있어'라는 뜻이 되겠네요. 

The number of young people who are on the dole is increasing.
